Résumé

We examine shocks experienced by rural Nepali households during the COVID-19 pandemic. Households primarily experienced income and price shocks during a government-imposed lockdown. During this time, households managed to effectively protect consumption, and mostly relied on credit (26%), asset sales (10%) and savings (8%). Debt levels nearly doubled, with limited changes to savings. We then leverage a long-term randomized control trial (RCT) to assess whether beneficiaries of a livestock livelihood program are more resilient. Program beneficiaries are 6 percentage points less likely to take out new loans.

The representations are discursive innovations from which scientific knowledge is disseminated in common sense and social thought, although this is exclusive of not only science, art or culture in general since the symbols to discover or invent are also prone to its transformation into interpretations of reality and more primarily discursive senses.

Résumé

One constraint of Thai soybean production is the volume of seeds used for cultivation in the dry season or after the rice season. PhuPha Man district, KhonKaenprovince, in Northeast Thailand, faces the same problem and can be solved by producing seeds during the rainy season for use in the dry season. The collaborative brainstorming to participatory action development employed in this community-based soybean production project involves four steps: (1) needs assessment, (2) planning, (3) implementation, and (4) evaluation. From 2019-2020, a total of 40 farmers jointly participated in this project: 20 from the Non-Korm Sub-district and 20 from the Sawab Sub-district. They agreed to implement three missions: (1) Farmer group management. A Community-based Soybean Seed Production Center (CSSPC) was established in each area. Each CSSPC was responsible for determining the structure and role of management, including the implementation of disciplines. (2) Seed production management. During its implementation, a shortage of rainfall and drought occurred from September to October 2019, causing soybean production to decline. Moreover, product harvesting and project evaluation took place at the site during the COVID-19 pandemic from January to May 2020, influencing the ability of farmers and facilitators to work together on group activities which required delicate management of the monitoring, control, production, exchange, and learning to solve problems. (3) Seed purchasing and distribution management. Rainfall shortage and drought influenced the ability of the farmers to produce the required soybean seeds. International Conference on Geospatial Science for Digital Earth Observation (GSDEO 2021)The international conference on "Geospatial Science for Digital Earth Observation” (GSDEO) 2021 was successfully held on a virtual platform of Zoom on March 26th and 27th, 2021. The conference was jointly organized by the Indian Society of Remote Sensing (ISRS), Kolkata chapter, and the Department of Geography, School of Basic and Applied Sciences, Adamas University. Due to the non-predictable behaviour of the COVID-19 second wave, which imposed restrictions on organizing offline events, the GSDEO (2021) organizing committee decided to organize the conference online, instead of postponing the event.Remotely sensed data and geographic information systems have been increasingly used together for a vast range of applications, which include land use/land cover mapping, water resource management, weather forecasting, environmental monitoring, agriculture, disaster management, etc. Currently, intensive research is being carried out using remotely sensed data on the geoinformatics platform. New developments have led to dynamic advances in recent years. The objective of the international conference on Geospatial Science for Digital Earth Observation (GSDEO 2021) was to bring the scientists, academicians, and researchers, in the field of geo-environmental sciences on a common platform to exchange ideas and their recent findings related to the latest advances and applications of geospatial science. The call for papers received an enthusiastic response from the academic community, and over 100+ participants from 50+ colleges, universities, and institutions participated in the conference. In total 50+ research papers had been presented through the virtual Zoom conference platform in GSDEO 2021.The conference witnessed the presentation of research papers from diverse applied fields of geospatial sciences, which include the application of geoinformatics in geomorphology, hydrology, urban science, land use planning, climate, and environmental studies. There were four sessions namely, TS 1: Geomorphology and Hydrology, TS 2: Urban Science, TS 3: Social Sustainability and Land Use Planning, and TS 4: Climate and Environment. Each session was further subdivided, into two parts, namely Technical Session 1-A and 1-B. Each sub-session had been designed with one keynote speech and 5 oral presentations. Oral sessions were organized in two parts and offered through live and pre-recorded components based on the preference of the presenters. The presentation session was followed by a live Q&A session. The session chairs moderated the discussions. Similarly, poster sessions were organized in three parts and offered e-poster, live, and pre-recorded components. The best presenter of each sub-session received the best paper award.Dr. Prithvish Nag, Ex-Director of NATMO & Ex Surveyor General of India delivered the inaugural speech, and Dr. P. Chakrabarti, Former Chief Scientist of the DST&B, Govt. of West Bengal delivered a special lecture after the inaugural session. Eight eminent keynote speakers, Prof. S.P. Agarwal from the Indian Institute of Remote Sensing, Prof. Ashis Kumar Paul from Vidyasagar University, Prof. Soumya Kanti Ghosh from the Indian Institute of Technology, Kharagpur, Prof. L. N. Satpati from the University of Calcutta, Prof. R.B. Singh from the University of Delhi, Dr. A.K. Raha, IFS (Retd), Prof. Gerald Mills from the University College Dublin and Prof. Sugata Hazra from Jadavpur University enriched the knowledge of participants in the field of geoinformatics by their informative lectures. The presentations and discussions widely covered the various spectrums of geoinformatics and its application in monitoring natural resources like vegetation mapping, agricultural resource monitoring, forest health assessment, water, and ocean resource management, disaster management, land resource management, water and climate studies, drought vulnerability assessment, groundwater quality monitoring, accretion mapping and the use of geospatial sci nce in studying morphological, hydrological, and other biophysical characteristics of a region etc. Application of geoinformatics in predicting urban expansion, urban climate, disaster management, healthcare accessibility, anthropogenic resource monitoring, spatial-interaction mapping, and, sustainable regional planning were well-discussed topics of the conference.List of Committees, photos are available in the pdf.

The Covid-19 pandemic becomes a primary issue in urban development that requires several supporting facilities and infrastructures to handle. The adequate water supply to ensure the washing hand and bathing as part of health protocol implementation is crucial for drought-prone areas. Meanwhile, the government strategies on drought handling by assisting the water trucks are considered a temporary solution. Hence, this study examines urban design initiatives to deal with Covid-19 impact on the water sector, particularly in Semarang drought-prone areas. The research used a quantitative method by overlaying physical variables such as the soil type, slope, and water supply coverage to determine the drought level map. Afterward, the drought level compared with the population growth and community's economic capacity to describe the area's vulnerability. Besides, the existing drought handling strategies were analyzed to examine the impact. This study utilized secondary data such as the government institution websites as well as Google maps. The analysis results point out that most of drought-prone areas did not serve by government water service and relied on the community-based water supply system. In addition, 25% of the inhabitants are categorized as a low-income community, so that they prefer to take water from the river or spring than have to expend more to buy the water. Meanwhile, the existing initiatives on drought handling did not have significant impacts because of a lack of knowledge and unclear regulation. The Water Sensitive Urban Design (WSUD) concept has already been adopted, yet the implementation was still small-scale and unsustained. Therefore, it is necessary to consider the physical, socio-economic, and political aspects in implementing the drought handling initiatives.

Path-breaking transformative change is needed in human-environment relations to move towards more sustainable development trajectories at local, national and global scales. Crises may trigger transformative change and learning in the short and in the long term. However, in particular, a short-term response to crises may also be reactive, strengthening established unsustainable practices and further perpetuating vulnerability and inequality rather than supporting transformative change towards a more sustainable path. To understand the nature and response to a crisis in the context of sustainability transformations, this paper elaborates on the following aspects of a crisis: What are the characteristics of a crisis? What and who shapes the narrative(s) of a crisis? What and who shapes the nature of the response to a crisis? Do responses to crises trigger higher levels of learning? Conceptual synthesis is complemented with an exploratory comparative analysis of the Cape Town water crisis and of the COVID-19 pandemic in South Africa. To this end the paper analyzes the interplay between mobilizing individual, collective and relational agency and navigating and transforming power relations to challenge and profit from already weakened unsustainable structures. This approach proves to be promising to understand the role of crises in catalysing and supporting transformative learning to eventually replace unsustainable structures. © 2023 The Author(s). Is the air safe to breathe? Is the water safe to drink? Can I feed my child the apple I bought at the grocery store? Is my house safe from toxic substances? How will climate change-related flooding and drought impact food security? These are some of the questions environmental health science professionals are trained to counter. From the time John Snow removed the pump handle and Rachel Carson described the origin of a Silent Spring, environmental health professionals consistently provided the evidence that the health of the environment is inextricably linked to that of people. Never before has the profession been in such need of bolstering its workforce. Over the last few decades many communities have taken for granted the ability to control disease outbreaks and have access to safe food, clean water, healthy homes, and reliable sanitation. This trend has been combined with a realization that the traditional definition of environment is no longer relevant.

In this editorial, we consider the ways in which liberal constitutionalism is challenged by and presents challenges to the climate crisis facing the world. Over recent decades, efforts to mitigate the climate crisis have generated a new set of norms for states and non-state actors, including regulatory norms (emission standards, carbon regulations), organising principles (common but differentiated responsibility) and fundamental norms (climate justice, intergenerational rights, human rights). However, like all norms, these remain contested. Particularly in light of their global reach, their specific behavioural implications and interpretations and the related obligations to act remain debatable and the overwhelming institutionalization of the neoliberal market economy makes clear and effective responses to climate change virtually impossible within liberal societies.

Résumé

Global food security can be threatened by short-term extreme events that negatively impact food production, food purchasing power, and agricultural economic activity. At the same time, environmental pollutants like greenhouse gases (GHGs) can be reduced due to the same short-term extreme stressors. Stress events include pandemics like COVID-19 and widespread droughts like those experienced in 2015. Here we consider the question: what if COVID-19 had co-occurred with a 2015-like drought year? Using a coupled biophysical-economic modeling framework, we evaluate how this compound stress would alter both agricultural sector GHG emissions and change the number of undernourished people worldwide. We further consider three interdependent adaptation options: local water use for crop production, regional shifts in cropland area, and global trade of agricultural products. We find that GHG emissions decline due to reduced economic activity in the agricultural sector, but this is paired with large increases in undernourished populations in developing nations. Local and regional adaptations that make use of natural resources enable global-scale reductions in impacted populations via increased global trade.

Climate change, pollution, drought, and rising seas impede the achievement of the seventh sustainable development goal SDG#7 (i.e. affordable and clean energies).To counter these threats, the use of Renewable Energy (RE) as an alternative to conventional energy has an important role to play in sustainable development. In this context, the purpose of our paper is to investigate the effect of RE deployment on environmental protection in China, The United States of America (USA), and Germany: the top three ranked countries in terms of RE production, according to RENEWABLE 2021 GLOBAL STATUSREPORT. To achieve this objective, the paper adopts a Panel fully modified OLS (FMOLS) method. Results declare that renewable energy significantly reduce pollution indicators;furthermore, we find that Research and development fully moderate this relationship. The findings of this study emphasize the importance of increasing spending on Research and development activities in the RE sector. In addition, the countries studied and countries around the world should pay greater attention to investment in research and development to support the long-term plan for advancing sustainable energy sources for feasible energy and economic development.

The Central African Region is an agricultural and fishing-based economy, with 40% of the population living in rural communities. The negative impacts of climate change have caused economic/health-related adverse impacts and food insecurity. This original article aims to research four key themes: (i) acute food insecurity (AFI); (ii) childhood malnutrition and mortality; (iii) infectious disease burden; and (iv) drought and mean temperature projections throughout the twenty-first century. Food insecurity was mapped in Central Africa based on the Integrated Food Security Phase Classification (IPC) for AFI. The global hunger index (GHI) was presented along with the proportion of children with undernourishment, stunting, wasting, and mortality. Data for infectious disease burden was computed by assessing the adjusted rate of change (AROC) of mortality due to diarrhea among children and the burden of death rates due to pneumonia across all age groups. Finally, the mean drought index was computed through the year 2100. This population-based study identifies high levels of hunger across a majority of the countries, with the mean drought index suggesting extreme ends of wet and dry days and an overall rise of 1-3 °C. This study is a source of evidence for stakeholders, policymakers, and the population residing in Central Africa.

Résumé

We present the CarbonTracker Europe High-Resolution (CTE-HR) system that estimates carbon dioxide (CO2) exchange over Europe at high resolution (0.1 × 0.2∘) and in near real time (about 2 months' latency). It includes a dynamic anthropogenic emission model, which uses easily available statistics on economic activity, energy use, and weather to generate anthropogenic emissions with dynamic time profiles at high spatial and temporal resolution (0.1×0.2∘, hourly). Hourly net ecosystem productivity (NEP) calculated by the Simple Biosphere model Version 4 (SiB4) is driven by meteorology from the European Centre for Medium-Range Weather Forecasts (ECMWF) Reanalysis 5th Generation (ERA5) dataset. This NEP is downscaled to 0.1×0.2∘ using the high-resolution Coordination of Information on the Environment (CORINE) land-cover map and combined with the Global Fire Assimilation System (GFAS) fire emissions to create terrestrial carbon fluxes. Ocean CO2 fluxes are included in our product, based on Jena CarboScope ocean CO2 fluxes, which are downscaled using wind speed and temperature. Jointly, these flux estimates enable modeling of atmospheric CO2 mole fractions over Europe.We assess the skill of the CTE-HR CO2 fluxes (a) to reproduce observed anomalies in biospheric fluxes and atmospheric CO2 mole fractions during the 2018 European drought, (b) to capture the reduction of anthropogenic emissions due to COVID-19 lockdowns, (c) to match mole fraction observations at Integrated Carbon Observation System (ICOS) sites across Europe after atmospheric transport with the Transport Model, version 5 (TM5) and the Stochastic Time-Inverted Lagrangian Transport (STILT), driven by ECMWF-IFS, and (d) to capture the magnitude and variability of measured CO2 fluxes in the city center of Amsterdam (the Netherlands).We show that CTE-HR fluxes reproduce large-scale flux anomalies reported in previous studies for both biospheric fluxes (drought of 2018) and anthropogenic emissions (COVID-19 pandemic in 2020). After applying transport of emitted CO2, the CTE-HR fluxes have lower median root mean square errors (RMSEs) relative to mole fraction observations than fluxes from a non-informed flux estimate, in which biosphere fluxes are scaled to match the global growth rate of CO2 (poor person's inversion). RMSEs are close to those of the reanalysis with the CTE data assimilation system. This is encouraging given that CTE-HR fluxes did not profit from the weekly assimilation of CO2 observations as in CTE.We furthermore compare CO2 concentration observations at the Dutch Lutjewad coastal tower with high-resolution STILT transport to show that the high-resolution fluxes manifest variability due to different emission sectors in summer and winter. Interestingly, in periods where synoptic-scale transport variability dominates CO2 concentration variations, the CTE-HR fluxes perform similarly to low-resolution fluxes (5–10× coarsened). The remaining 10 % of the simulated CO2 mole fraction differs by >2 ppm between the low-resolution and high-resolution flux representation and is clearly associated with coherent structures ("plumes”) originating from emission hotspots such as power plants. We therefore note that the added resolution of our product will matter most for very specific locations and times when used for atmospheric CO2 modeling. Finally, in a densely populated region like the Amsterdam city center, our modeled fluxes underestimate the magnitude of measured eddy covariance fluxes but capture their substantial diurnal variations in summertime and wintertime well.We conclude that our product is a promising tool for modeling the European carbon budget at a high resolution in near real time. The fluxes are freely available from the ICOS Carbon Portal (CC-BY-4.0) to be used for near-real-time monitoring and modeling, for example, as an a priori flux product in a CO2 data assimilation system.
